Specifications include, but are not limited to: The Rhode Island Office of the Health Insurance Commissioner is soliciting proposals from qualified firms to provide technical assistance (inclusive of subject matter expertise and stakeholder engagement management), data analysis, and project management services to support health policy development for the offices affordability standards.; The vendor will support the development and implementation of OHIC’s affordability standards through the provision of technical assistance (inclusive of subject matter expertise and stakeholder engagement functions), data analysis, and project management services. The requested scope of work includes the following areas: Project Management: The vendor will provide project management services to support the implementation, and further development, of the affordability standards. The requested project management services include tracking tasks, milestones, deliverables, and holding project management meetings with OHIC staff.; Health System Investment and Transformation: The vendor will provide technical assistance, research, and data analytic services to support OHIC’s efforts to measure insurer spending on primary care and behavioral health care in Rhode Island. Tasks fall into the following three areas: 1. OHIC collects primary care spending data from insurers to assess performance against regulatory targets for primary care spending. The vendor will analyze primary care spending from the insurer reports and provide a report to OHIC on insurer spending and compliance, at least annually.; 2. OHIC has an interest in collecting data from insurers on behavioral health care spending in support of efforts to direct investment toward programs that will support the behavioral health care needs of Rhode Islanders. The vendor will develop a methodology for collecting behavioral health care spending data from insurers, provide an analysis of spending on behavioral health care, and develop a compliance reporting process for insurers.; 3. OHIC requires that insurers support primary care practices that have achieved designation as a patient-centered medical home practice following a payment model described in regulation. The vendor will develop, collect, and analyze the results of an annual survey of primary care practices seeking recognition as patient-centered medical homes in October of each year. Current requirements for the primary care patient-centered medical home survey are here.; Value-Based Payment Model Technical Assistance: The vendor will provide technical assistance, research, and data analytic services to support OHIC’s efforts to increase the use of value-based payment models in Rhode Island, including attribution-based total cost of care models, hospital global budgets, professional provider sub-capitation, and others. OHIC seeks technical assistance for the development of guidelines for value-based payment models.; Quality Measure Alignment: The vendor will support and facilitate OHIC’s process to update and develop aligned measure sets of clinical quality measures.
