Specifications include, but are not limited to: The City of Newport News’ HHW collection facility operates one week per quarter. The operating facility is located at the Recovery Operations Center (520 Atkinson Way, Newport News, VA) with waste disposal, staff training and program maintenance necessary to operate the collection facility. The City staffs and operates the facility for designated hours within the established operating hours of the Landfill and Compost Facility. The Contractor is responsible for the final classification, packaging, transportation and disposal of received HHW on an as needed basis. Waste collected by the Contractor will be primarily recycled, treated or incinerated and will be landfilled only as a last option. The Contractor shall agree to act as the generator and is responsible for keeping accurate records of the type and amount of waste shipped and for completing all pertinent legal documentation, including, but not limited to, the Uniform Manifest and DOT shipping papers. The City will not sign hazardous waste manifests as the generator. Copies of these records must be provided to the City. Billing must identify the waste streams shipped and the appropriate shipment numbers. Contractor must be experienced with Hazardous Waste management programs. The Contractor or first tier Sub-contractor must operate a licensed Treatment, Storage and Disposal (TSD) facility.
