Specifications include, but are not limited to: The State of Delaware is seeking subject matter expertise to provide services and supports to the DHCC and DHSS Office of the Secretary to aid in the implementation and subsequent activities of the Primary Care Reform Collaborative (PCRC) and other projects brought about through SS1 for SB120. Vendors should submit proposals outlining expertise with project management, value-based health care payment models, legal analysis, economic modeling and analysis, open data transparency strategies, stakeholder engagement, calculation of health care costs and growth, health benefit plans, and program evaluation. Services must also include health economics and actuarial modeling expertise, analytics services, and engaging stakeholders with up-to-date research on primary care spending and alternative payment models. Prospective contractor(s) should familiarize themselves with existing implementation methodology, data resources and data collection tools.
