Specifications include, but are not limited to: The Rhode Island Office of the Health Insurance Commissioner is seeking a qualified vendor that will work with state staff to oversee all aspects of the Program, collect insurer-reported total medical expense (TME) data, validate reports, curate the reporting process from year to year, produce analysis from the reported data and work with external stakeholder groups, such as the Cost Trends Steering Committee and other advisory bodies convened under the project. OHIC intends to measure cost growth at the state, market, insurer, and provider levels. Each year OHIC will publish a report and hold a public meeting regarding cost trends and target performance. The specific areas of work are as follows: Project Management The vendor will provide project management services to support the implementation of the Program. The requested project management services include tracking tasks, milestones, deliverables, and holding project management meetings with OHIC staff. Additionally, the vendor will work with OHIC staff in collaboration with staff and analytic resources at the Rhode Island Executive Office of Health and Human Services, the latter of which will provide separate analysis of claims data from the Rhode Island All Payer Claims Database in support of the Program. Data Collection and Validation The vendor will be responsible for collecting total medical expense reports from health insurers and validating the reports. Additionally, the vendor will be responsible for making any changes to the reporting process from year to year. Analysis and Report Production The vendor will perform a comprehensive analysis of the insurer-reported data to assess health care costs, cost growth, and performance of health care entities against the state’s cost growth target. These analyses will be compiled into an annual report and presented at an annual public forum. Value-based Payment Model Technical Assistance The vendor will offer technical assistance and perform stakeholder engagement functions to support the development and implementation of value-based payment models. Stakeholder Engagement/Communications/Other Tasks The vendor will support implementation of the Program by performing all aspects of stakeholder engagement including, but not limited to, planning, staffing, and facilitating meetings, supporting the development of strategic communications, and organizing public meetings.
