Specifications include, but are not limited to: The Minnesota Department of Natural Resources (DNR), Operations Services Division, and Parks and Trails Division requests proposals from consulting firms to perform in depth bridge inspection, wetland delineation, concept development, topographical surveying, geotechnical investigation, and preliminary engineering. The proposed project purpose is to replace the existing Tettegouche State Park Entrance Bridge 3459 (BR01421) over the Baptism River and remove or possibly re-use the existing bridge for pedestrian only traffic. The existing bridge is a 5 span, 383’ long steel superstructure bridge with a 140’ Baltimore deck truss main span. The structure is rated as structurally deficient and is considered functionally obsolete due to the approach alignment. There are several structural issues with the current bridge that require frequent inspections and expensive rehabilitations. The existing bridge 3459 is considered eligible for the National Register of Historic Places under Criterion C in the area of Engineering due primarily to the existence and significance of the Baltimore Deck Truss Main Span.; Phase 1 - Wetland Delineation, Bridge Inspection, Analysis, and Concept Development: Project kick-off meeting: Schedule a virtual project kick-off meeting with the DNR project team.; Prepare agenda and take minutes of the meeting.; Phase 1 Submittal: Wetland Delineation and permitting report for each concept; Wetland delineations shall be completed during the 2022 season using the technical criteria in the Corps of Engineers Wetland Delineation manual and all appropriate supplement(s).; Responder should work with local wetland authorities as appropriate for boundary and type confirmation. Official TEP concurrence is not required for this project.; Produce a wetland delineation report detailing the location and classification of all areas meeting wetland criteria within the project area for each proposed concept, including all necessary background information, data forms, photo, maps etc.; Shall include a summary of potential wetland impacts and recommendations for eliminating, minimizing, and mitigating (if applicable) for each concept.; Phase 2 – Preliminary Design of Selected Concept: Phase 2 kickoff meeting: Schedule a virtual Phase 2 kick-off meeting with the DNR project team.; Prepare agenda and take minutes of the meeting.; Phase 1 Submittal:: Surveying: Perform topographic survey of proposed project site as needed for design. Vertical datum: NAVD88 Horizontal datum: NAD93 County Coordinates Place horizontal and vertical control on site; Geotechnical Report: Responder will be responsible for performing or subcontracting a geotechnical investigation to complete the geotechnical design for the proposed bridge including soils borings, rock corings, analysis, testing, and any other items deemed necessary to complete the design. The responder shall provide preliminary foundation system designs based on the geotechnical investigation.; Preliminary Design Report: Geotechnical Assessment Report and recommendations Prepare preliminary engineering design plans based on design selected by the DNR. Include plan and profiles, bridge plan and profiles, foundation configuration, bridge section views, grading plan, railing configurations, recommended aesthetic treatments, estimated quantities, erosion control plans, typical cross-sections, construction limits, access, and staging areas.
