Specifications include, but are not limited to: The Board of Listers of the Town of Woodstock is requesting proposals from qualified, licensed reappraisal contractors to work with the Woodstock Board of Listers to complete a town wide reappraisal. The selected contractor will be responsible for all aspects of the reappraisal and a thorough analysis of our local real estate market conditions. The Town currently uses CAMA/NEMRC so applying contractors must have experience using these systems. The reappraisal project shall involve development of new land schedules and neighborhood delineations to estimate land values for every parcel in Woodstock; interior and exterior inspections of all properties; detailed analysis of all sales over a three-year period to formulate accurate localized cost tables and depreciation schedules for all types of properties. These, and any other applicable methods, shall be incorporated into the appraisal software system and the existing property listing data will be reviewed to assure compliance with the new analyses so that future construction, subdivisions, and changes to existing properties may be valued using the same methodologies Our last town-wide reappraisal where all properties were inspected was in 2016. Since that time there have been a significant number of real estate transactions and prices have increased dramatically. The appraisal contractor updated the Marshall & Swift cost of construction tables and revalued the land based on sales. The largest commercial entity, the Woodstock Inn and Resort, was not reappraised in 2016 since it had been appraised by Hospitality Valuation Services in 2011. The Woodstock Inn and Resort will need to be reappraised as well but is covered in a separate Request for Proposal as a standalone project. Please do not include the report in this quote. The contractor will work closely with the Woodstock Listers throughout the project. Project Purpose and Objectives The objective of this reappraisal is to generate accurate, defensible estimates of the fair market value for every property in the town of Woodstock. In addition, the appraisal software system will be updated so that future construction, subdivisions, and changes to existing properties may be valued using the same methodologies.
