The vendor will provide all labor, collection containers, supplies and equipment necessary to manage and transport all Universal Waste collected and consolidated at Recyclable Household Hazardous Collection Facilities in a manner conforming to Federal and State laws and regulations. The Contractor shall provide service to load and transport Universal Waste from the specific locations designated by the User Agency’s Waste Manager on a weekly or as-needed basis. Contractor shall transport all Universal Waste to a designated recycling facility, dismantle or arrange for the dismantling of each unit for recycling, and arrange for the recycling of each component parts. The vendor will leave sufficient quantities of supplies at the collection site(s) to allow for the continued accumulation of Universal Waste. A handler must contain any waste battery that shows evidence of leakage, spillage or damage. However, a handler of universal waste may conduct the following activities as long as the casing of each individual battery cell is not breached and remains intact and closed (except that cells may be opened to remove electrolyte but must be immediately closed after removal): • Sorting batteries by type; • Mixing battery types in one container; • Discharging batteries so as to remove the electric charge; • Regenerating used batteries; • Disassembling batteries or battery packs into individual batteries or cells; • Removing batteries from consumer products; Lamps: A handler of universal waste must manage universal waste lamps in a way that prevents releases of any universal waste or component of a universal waste to the environment, as follows: A handler of universal waste must contain any universal waste lamp that shows evidence of leakage, spillage, or damage that could cause leakage under reasonable foreseeable conditions in a container. The container must be closed, structurally sound, compatible with the contents of the lamps, and must lack evidence of leakage, spillage, or damage that could cause leakage under reasonably foreseeable conditions.; • A handler of universal waste must contain unbroken lamps in packaging that will minimize breakage during normal handling conditions.; • A handler of universal waste must contain lamps in packaging that will minimize releases of lamp fragments and residues.;
