Specifications include, but are not limited to: Amplifund provided a simple demo to DEQ describing their product that would provide an all-encompassing system and would be up and running withing 30 days. DEQ does not have the staff to build a grant software system. We also need this to go live before LUMA does so we can make sure it interfaces with LUMA’s accounts payable system since this will be the way invoices from subawards will be reimbursed. This exemption from competition is for a short period of time until an RFP can be completed that possibly will be done statewide since DEQ is working with DOP, ITS and Idaho Commission on Domestic Violence to identify procurement paths including cooperation on an RFP for a common solution. Other companies’ products would require DEQ to build customized functions and interfaces while Amplifund provides exactly what we need off-the-shelf. We do not have the capacity to customize software applications or the time to do so.
