Specifications include, but are not limited to: 2.1 Provide the City with general guidance, information and recommendations on new developments, emerging trends, innovations and/or legislative changes affecting the delivery of employee benefits, including changes in the local and national marketplace, new methods for improving cost containment in existing plans and any such guidance needed to operate the City’s plan in the most efficacious and cost-effective manner. This information will be considered by the City for inclusion in the Solicitation document, if applicable. Consultant is expected to display innovative and creative thinking, to actively and aggressively seek opportunities, and to share those ideas with the City as appropriate in relation to the entity’s goals and objectives. 2.2 Contractor’s qualified should quickly become familiar with the areas of responsibility and meet desired procurement timelines. 2.3 Contractor’s senior staff specialized in procurement must attend planning and Solicitation development meetings with Benefits and procurement staff. 2.4 Provide a monthly billing detailing the name of the staff member(s) performing the work, detailed description of work performed based on the scope of work, date(s) worked, the number of hours worked on the Solicitation, and any other relevant supporting documentation. All work must be performed in accordance with this Agreement. The monthly billing shall not exceed the total aggregate amount for each Solicitation. See Exhibit B – Fee Schedule. 2.5 Provide highly knowledgeable and qualified senior technical staff in the areas of benefit product and services procurements, contract terms, and to serve as the primary point of contact for the City. Designated staff must be knowledgeable and experienced in procurement of employee health benefit plans and services and market trends for each Solicitation service requested. 2.6 Contractor staff shall return calls and respond to emails within one business day; sooner if the subject matter is deemed urgent. 2.7 Contractor shall assign a highly knowledgeable, professional and qualified senior technical staff member to serve as the primary point of contact to the City. 2.8 Contractor shall also identify a second person to serve as support to the primary point of contact. This second staff person shall have the knowledge, skills, and ability to serve as a successful back-up to the assigned Senior Contractor whenever needed. 2.9 Contractor is expected to recommend in writing all applicable standards and specific language, to the City to incorporate in its Minimum Qualifications, Scope of Work, Questionnaire, Evaluation Criteria and Pricing, which are reflective of current market trends. Notwithstanding the foregoing, the RFP and the resulting Contract with the successful bidder shall include the standard terms and conditions required by the City Attorney. 2.10 Contractor will draft RFP documents and ensure all business requirements are identified and documented, and comply with applicable federal, state, local and City procurement requirements and regulations.
