Title of the Acquisition: Waste Disposal: Vault Toilet Pumping Service
This is an oral solicitation to obtain quotes using FAR 12 Acquisition of Commercial Items in
conjunction with FAR 13 Simplified Acquisition Procedures. This acquisition is a total small
business set aside. The NAICS Code is 562991-Septic Tank and Related Services with a small business size standard of $8 million.
The Government will offer the award to a responsible, responsive quoter whose quote represents
the best value to the Government based on the following factors:
1. Past performance
2. Price
Offeror must show they have performed similar services on at least 1 contract within the past 3 years by completing the Past Performance section of page 1 on the Past Performance Questionnaire.
The contractor must also be aware of the requirement to maintain an active SAM.gov registration
during the period of performance, and through final payment. In accordance with 31 U.S.C.
3332, electronic funds transfer (EFT) is required for payments and will be included in the
resulting purchase order. This is also in accordance to DOI-AAAP-0028 DOI IPP Process.

Offerors are to complete the Price Schedule and the Past Performance section of page 1 on the Past Performance Questionnaire.
Description of Need:
The Bureau of Reclamation has a requirement for waste disposal services for 7 vault toilets in accordance with the Performance Work Statement. The Government intends to award a base plus four option-year award for services. The total price will include the 6 months at the year 5 price when determining who is the lowest price offeror (see FAR clauses 52.217-8 and 52.217-9).
