Specifications include, but are not limited to: Carson City invites qualified firms to submit proposals for Water Quality Testing Services, to perform water quality testing for the municipal water system; 4.1 The lab must report electronically in a format that is acceptable to the Nevada Division of Environmental Protection Bureau of Safe Drinking Water (“NDEP BSDW”) which uses the Environmental Protection Agency’s (“EPA”) Compliance Monitoring Data Portal, while providing simultaneous results to Carson City, by e-mail, in a format that Carson City can use. 4.2 Carson City must be able to schedule each year’s bottle orders ahead of time, with the schedule we provide, and the bottle sets must arrive on time, containing the appropriate preservative, and all materials (such as coolers, and return labels) for return shipping (except ice). 4.3 Bottle sets must arrive in good condition, and neatly packed for shipment. (i.e., no leaking preservatives, or broken bottles) 4.4 Carson City must be able to request additional bottles and supplies as needed throughout the year for the same price point as the scheduled sets of bottles/tests. 4.5 The lab must provide a list of normal turnaround times for each type of sample set (i.e., SOCs, VOCs, etc.) and be able to meet those times at least 90% of the time. 4.6 The lab should be able to quickly provide preliminary results for all test results that are over the state and / or federal MCL. (These preliminary results are not for reporting or compliance but so the city can react more quickly to issues as they arise.) 4.7 The lab must be able to handle rush samples in a timely manner. The lab can charge a reasonable set fee for rush samples and that additional fee must be set in the quote. 4.8 The lab must promptly notify the city of bottle set shipments when they are sent, and of receipt of samples when they arrive at the lab, along with a list of tests scheduled for those samples. 4.9 Data must be available online, through a web portal that the city can securely access and be downloadable to Excel for year-end reporting. (CCR) 4.10 The lab must be able to support electronic reporting to the city if the city adopts a data management system, (LIMS or other).
