Specifications include, but are not limited to: 4.1.1 Ability to provide a dual-party Telecommunications Relay Service (TRS) & Captioned Telephone Relay Service (CTS) with Outreach that is available to Iowans statewide on a full-time basis (24 hours per day, 7 days per week, 52 weeks per year). 4.1.2 Ability of the solution to be in full compliance with the requirements and intent of Title IV of the Americans with Disabilities Act of 1990, 47 U.S.C. § 225, and applicable Federal Communications Commission (FCC) regulations at 47 C.F.R. §§ 64.601 through 64.606. TRS service standards and Respondent performance must be sufficient to allow the Board to receive and maintain certification of the TRS from the FCC. https://www.fcc.gov/trs 4.1.3 The minimum level of service must include 711 dialing capability and separate toll-free numbers for: • Voice • TTY • Voice carry-over (VCO) • Spanish relay • Speech-to-Speech (STS) • Visually Assisted Speech-to-Speech (VA-STS), and • English and Spanish customer service
