Specifications include, but are not limited to: Provide services to conduct Prison Rape Elimination Act (PREA) Audits for juvenile facilities pursuant to the federal PREA Standards. The successful vendor shall be a United States Department of Justice (USDOJ) certified PREA Auditor/ Firm and shall perform the PREA Audits of Rhode Island Department of Children, Youth and Families designated facilities on a timetable that is agreed upon by the successful vendor and DCYF, but which must fall within PREA Audit Cycle 4 which is from August 20, 2022 through August 19, 2025. This schedule may have one (1) facility audited in each of the three (3) years of Cycle 4 or it may have all three (3) facilities audited within Year 1 (August 20, 2022 through August 19, 2023). The timetable to be developed must ensure ample time for any facility requiring corrective actions to have those corrective actions addressed and a final report issued by the auditor no later than August 19th of the audit year. in compliance with all applicable standards. The state operated facility to be audited will be the Department of Children, Youth and Families’ (DCYF) Thomas C. Slater Training School for Youth (RITS). The facilities operated by private organizations on behalf of DCYF are Ocean Tides – Narragansett Campus, operated by Ocean Tides, Inc., and Community Solutions, Inc. – Coventry RI.
