Specifications include, but are not limited to: The Office of the Maine Attorney General (Department), Office of Chief Medical Examiner (OCME) is seeking Forensic Toxicology Services as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. The Maine OCME provides forensic pathology death investigation services for the entire State of Maine. The OCME will require over 1,400 forensic toxicology specimen analyses over the course of a year. Toxicology screening and confirmation is required for alcohol, illicit and prescription substances, and carbon monoxide. Specialized analysis for less common substances or analysis using tissue or decomposed specimens are required. provides forensic pathology death investigation services for the entire State of Maine. Bidders must provide, in their proposal, responses to the following list and in the order presented below. The ordering process, including whether it is web based or by written form. The collection process needed to comply with the laboratory procedures, including type of tubes or vials used or required and whether such containers are provided or not. State exactly how much blood, fluid, or tissue is needed to complete any test and whether the procedure for less than “the standard” amount of blood or other sample, or because of the type of sample. Indicate whether testing is available in instances when blood is not available, but decomp fluid, bile, urine, and gastric contents are available to do the drug screen. The shipping process, including carrier information for transportation. The process used to receive and discard specimens at the laboratory. The length of sample retention time, the method or type of storage (i.e., refrigerated, frozen or room temperature) and overall storage time. The number and qualifications of Bidder staff, specifically customer service, technicians, and toxicologists, including certifications. The standard turn-around time for routine tests offered by company. The availability of stat analyses. The frequency of use of reference (subcontracted) laboratories. The ability and/or willingness to provide preliminary findings. The procedure for notifying the client of “out of scope” findings. The description for all standard screens or panels. A chart or list of limits of detection for all drugs normally analyzed by the bidder. Confirm dedicated forensic client support staff are available via phone or email Monday through Friday 8:00 am to 8:30 pm EST. Confirm dedicated expert services department to manage requests for litigation support including testimony, subpoena management and expert opinions. The Awarded Bidder shall provide the following Forensic Toxicology Services for the State. Bidders are to describe how these services will be provided by the Bidder. Bidders are to include all methods and procedures, if applicable. Toxicological analysis of antemortem and postmortem samples (blood, fluid, and tissue) with reference values for the clinically significant quantitative substances detected. Biological, non-biological and criminalistics specimen analysis with reference values for the clinically significant quantitative substances detected. Professional expert forensic toxicological consultative services, including expert opinion reporting and qualified expert testimony available upon request. Overnight forensic specimen shipping with complete chain-of-custody; forensic specimen storage per agreed-upon protocol; and specimen referral as required. Computer software currently compatible and updateable for auto-interface with the state’s case management system, MDILog. Ability to support quality sample collection through supplying collection tubes (or approved substitute) at no additional cost. Monthly billing of all services rendered submitted to State. Commitment and resources to maintain a turnaround time in line with industry standards. Maintenance of records of cases and tests run and ability to correlate into requested report format. Free return of specimens requested by OCME.
