Specifications include, but are not limited to: 1. Evaluation activities related to Vermont’s LEV Program: a. Updating and maintaining a Vermont-specific database of actual new vehicle sales and annual NMOG (non-methane organic gases) + NOx (oxides of nitrogen) fleet average and ZEV (zero emission vehicle) credits and debits with results to be reported quarterly.; b. Tracking the status of the California LEV/ZEV regulations and summarize new developments and proposed amendments as necessary for interested Vermont-based stakeholders.; c. Complete end-of-model year evaluation of auto manufacturer compliance with Vermont low emission vehicle and zero emission vehicle requirements.; d. Maintaining communication and coordinating with other LEV program states, Northeast States for Coordinated Air Use Management, Vermont Auto Dealers Association, auto manufacturers, and environmental groups.; 2. Outreach activities related to Vermont’s LEV Program: a. Prepare and update a Consumer Guide to Vermont vehicles with an extended emissions control system warranty.; b. General outreach and LEV program communication with stakeholders including general public, government, environmental groups, schools, auto repair industry and others as necessary.; Deliverables: Quarterly reports on Tasks 1 and 2. Each report shall describe the status of the Awardee's performance since the preceding report and the progress expected to be made in the next successive period. Each report shall describe Awardee’s activities by reference to the work specifications.; Consumer Guide to Vermont vehicles with an extended emissions control system warranty.; End-of-model year evaluation reports of auto manufacturer compliance with LEV/ZEV requirements.; Final report on activities identified above for outreach, education and program evaluation purposes.; 3. Vehicle Emissions Repair Training for Vermont Automotive Technicians: a. Development of a training plan to include training topics, format and locations.; b. Delivery of a minimum of four training classes in Year 1 and six training classes in Year 2 online or at locations in Vermont.; c. Summary of technician evaluations of each training class, including basic details such as how many attended, from where, etc.; Deliverables: Training plan.; Summary of technician evaluations of each training class.
