All correspondence must be made through the Vendor Portal. Specifications include, but are not limited to: 3.1-A This project will be directed by an Arizona Department of Administration (ADOA), General Services Division, Project Manager, designed by a consulting architect and their team, and contracted through a competitive proposal process utilizing Construction Manager at Risk (CMAR) methods.; 3.1-B Design efforts for this project will be performed concurrent with any pre-construction services to be provided by the selected CMAR. During this phase of the project, the CMAR will be required to actively participate in constructability reviews, design assistance, cost estimating of the design and other preconstruction services as may be requested by the owner.; 3.1-C Constructability reviews of this project shall include determination of design parameters as necessary to ensure the project can be designed and constructed within budget and deadline constraints.; 3.1-D The CMAR, in collaboration with the design team, will be responsible to provide preconstruction services resulting in a guaranteed maximum price (GMP) proposal for construction.; 3.1-E As a collaborative partner of the design team the CMAR shall be responsible for providing pre-construction services including but not necessarily limited to the following: 3.1-E-(01) Provide cost estimating and knowledge of marketplace conditions; 3.1-E-(02) Provide project planning, site usage and improvements, design assistance and scheduling assistance; 3.1-E-(03) Provide value engineering and develop and update a “Constructability Review” report; 3.1-E-(04) Advise the ADOA of ways to gain efficiencies in project delivery and prepare and update a project budget during the design phase; 3.1-E-(05) Recommend a schedule for procurement of long-lead items required to meet the project schedule; 3.1-E-(06) Recommend methods to be used for selection/award of trade contracts; 3.1-E-(07) Organize the project into multiple bid packages if necessary to maximize bidding and scheduling efficiencies; and develop a detailed Preliminary Construction Schedule; 3.1-E-(08) Prequalification and selection of select subcontractors to assist during design completion as determined necessary by the team; 3.1-E-(09) Assist in the preparation of early bid packages, such as excavation for phased work, if determined to be beneficial by the team; 3.1-E-(10) Arrange for early procurement of materials and equipment; if determined to be beneficial by the team
