Specifications include, but are not limited to: The state of North Dakota, acting through its Office of Management and Budget, State Procurement Office (the STATE) is soliciting proposals for a web-based system to manage continuing education required for various types of license renewal. The system must be provided at no cost to the State, continuing education providers and licensees. System must be vendor-hosted, without need to install client software, operating in a secure environment. 1. System must allow for failsafe security measures that will provide secure and password-protected access. 2. System must be customizable to accommodate professions in both health and business boards. 3. System must accommodate a high volume of licensees and Boards. At current estimates, 15,000 professionals across 7 Boards. 4. System must have a specific audit dashboard for each Board’s staff and comply with certification rules specific to each Board. 5. Standard reports available. 6. System must provide customizable reports for each Board. 7. Offeror must describe in detail the proposed solution’s ability to export reports and report data for consumption outside the system (i.e. PDF, Excel, csv). 8. Describe solutions capability to do a bulk upload. 9. System must have 100% redundancy. 10. System must be available 24/7, with an average unscheduled downtime of less than 2%. 11. Offerors must describe in detail the service level agreements for the proposed solution. 12. System must be fully functional within 120 days of implementation. 13. System must be accessible from all operating platforms and device types to include at least laptops (Mac and PC), tablets (Mac, Android, and PC) and smart phones (Mac and Android). 14. Offeror must describe in detail all licensing required and licensing options for the proposed solution, including what is covered under each licensing option and advantages of the various options. 15. Offeror must describe in detail the process to add licensing throughout the term of the contract. 16. Offeror must describe if any additional licenses purchased during the term of the contract can be co-termed with the other licenses. 17. Offeror must describe in detail how software maintenance is handled. 18. Offeror must describe in detail the process for issuing maintenance releases and patches. 19. Offeror must describe in detail the process for upgrading and applying patches to solution. 20. Offeror must describe in detail any end user licensing agreements required. Offeror must acknowledge that they have included any end user licensing agreements required in their response
