Specifications include, but are not limited to: 1. MANDATORY PRE-SEASON MEETING a. Contractors’ snow removal personnel will meet with the County’s regional manager or their designee within two weeks of signing the contract. b. If a different contractor’s employee is assigned to a facility, another meeting will be required. c. The purpose of the meeting will be to review the specifications, confirm equipment storage areas, snow stacking locations, lot clearing priority and tour the site. 2. WHEN TO BEGIN REMOVING SNOW a. Once snowfall accumulation reaches one-half (1/2) inch and continues during the hours listed. b. When requested by a Facilities Management Representative for special situations not covered in item 2a above, such as, but not limited to, a snow and ice accumulation of less than one-half (1/2) inch or drifting snow. c. If, in the County’s sole judgment, performance of plowing is inadequate, respond within one hour if called out to a facility. If contractor fails to report to the site within the specified time, Dakota County may elect to self-perform the contract duties in the absence of the contractor. This time will be billed at the current labor and equipment rates established by the County and will be deducted from the contractor’s invoice. 3. SNOW STACKING a. Stack snow in areas shown on the attached site maps. b. The footprint size of snow stacks shall be kept as small as is reasonably possible. 4. SPECIAL REQUIREMENTS a. Law Enforcement Center and Juvenile Service Center snow plowing and salting service is needed on a 24-hour per day basis including weekends and holidays. Areas needing 24- hour service are: 1. The lot north of the Law Enforcement Center and its driveway off 4th street. 2. The driveways off 4th street serving the garage door on the North side of the Juvenile Service Center and the garage doors on the East side of the Law Enforcement Center. 3. The lots and drives directly West and South of the Juvenile Service Center. 4. The main lot directly south of the Law Enforcement Center. 5. The driveway to the south of the Law Enforcement Center from General Sieben Drive to and including the turnaround at the East end. 6. The service road from the stop sign at the south employee parking lot to the Law Enforcement Center. These areas are shown on the attached drawings. b. Pleasant Hills Library: Snow removal and salting will be completed by the contractor prior to 7:00 AM on normal County business days and during the normal business day hours as needed or conditions warrant. 5. SNOW PLOWING METHODS a. Remove snow in such a manner as to not add snow to sidewalks or other areas that need to be cleared of snow or are already cleared of snow. Any snow deposited on sidewalks as a result of plowing shall be promptly removed by the Contractor with approved equipment. b. Do not compress snow on sidewalks or other areas that need to be cleared of snow. c. All areas are cleared including, lots, drives, service areas, garages, book drop drives, turnarounds, handicap parking, etc. Any area that in the sole opinion of Dakota County (or appointed designee) require re-plowing shall be immediately re-plowed without additional compensation to the Contractor. Failure by the Contractor to immediately address incomplete items will addressed by Section 9. d. In general – start plowing snow in areas closest to the facility and or employee parking and move outward from there. Some facilities may have lots or areas prioritized. e. The Contractor shall obey all traffic laws and not disrupt normal services or access.
