Specifications include, but are not limited to: 1) Contractor shall have a regular workplace of business located within one hundred and fifty (150) nautical miles of (1) Fullerton Airport, Fullerton, California, (2) Thermal Airport, Thermal, California and (3) Apple Valley Airport, Apple Valley, California. The Contractor shall demonstrate adequate facilities, equipment, and personnel to perform avionics, airframe, engine maintenance and/or repairs for Cessna Grand Caravan EX. The Contractor shall be an authorized Textron/Cessna Service Center for warranty work. The Contractor shall demonstrate adequate facilities, equipment, and personnel to perform troubleshooting, maintenance and repairs for the Garmin G1000 avionics. Contractor’s regular place of business shall be available for inspection by CHP and access granted to CHP employees while CHP aircraft are being maintained or CHP parts or equipment are on-site. 2) Contractor shall provide all labor, personnel, equipment, supplies, materials, tools, transportation, licenses, and/or permits, and insurance necessary to maintain Cessna Grand Caravan EX aircraft owned and operated by the California Highway Patrol (CHP). The term “maintain” shall include service, repair, replace, troubleshoot and provide new items, for the aircraft airframe and engine. The Contractor shall have a valid Federal Aviation Administration (FAA) approved repair station, as prescribed in Part 145 of the Federal Aviation Regulations. The service center agreement or repair station certificate shall be for the address listed on the bid form. A copy shall be submitted with the bid. Failure to do so shall render the bid non-compliant. All certificates, licenses, and permits shall be current and in effect at the time of bid, throughout the term of this agreement, and readily available for inspection by CHP. Failure to comply with terms of this paragraph shall render the bid non-responsive. 3) Contractor shall only use FAA certified Airframe/Power plant mechanics. Mechanics shall have a minimum of three (3) years’ experience maintaining Cessna Grand Caravan aircraft. The CHP has determined that a minimum of two (2) mechanics shall be required to maintain CHP aircraft. Contractor shall employ at least one FAA certified Inspection Authorization (IA) mechanic to perform maintenance and/or repairs and shall submit a current copy of the IA certificate at the time of bid. Failure to provide IA certificate(s) shall render the bid noncompliant. Work experience shall be subject to verification by CHP. 4) Within thirty (30) days of the notification of award of agreement, Contractor shall submit to OAO, the names, work experience, schools/courses attended, copies of certificates, and ratings held of all personnel that shall perform maintenance on the CHP aircraft. This information shall be used to determine compliance with contractual requirements throughout the term of this agreement. Contractors who desire to change mechanic(s) shall ensure compliance with all applicable requirements of the agreement and immediately notify OAO in writing. The proposed new mechanic(s) must meet all experience requirements of the agreement. The CHP reserves the right to interview the proposed new mechanic(s) prior to acceptance and may accept or reject the proposed mechanic(s).
