Specifications include, but are not limited to: use statistically reliable methods at the 90% confidencelevel to characterize the composition (types and amount) of materials that are generated byVermonters and destined for disposal in landfills or waste to energy facilities and to generateestimates of hard-to-track diversion of recycling and food scraps from the waste stream. Theaim is for this study to be comparable to theVermont Waste Characterization, Final Report,December 2018and for it to be completed within the calendar year of 2023 with hand sortingwork beginning in the spring of 2023. The six major categories of this study include:1.)municipal solid waste (MSW) hand sorts and gate surveys (to understand residential vs.ICI waste),2.)materials recovery facility (MRF) residue hand sorts,3.)construction and demolition debris (C&D)/bulky waste visual study,4.)residential food scraps management survey,5.)direct to broker recycling (market/economic recycling) survey6.)organics management transportation system survey.
