Specifications include, but are not limited to: The scope of services for this RFP includes, but may not be limited to, the following: • Project management based on DEPARTMENT’s and Federal Highway Administration’s (FHWA) Major Project Management guidelines • Detailed scoping analysis • Analysis and evaluation of operational and safety improvements • Traffic studies and modeling • Value Engineering, Cost Risk Analysis, Benefit/Cost analysis, Constructability reviews, Production Based Estimating and maintainability reviews • Environmental studies and services to support NEPA approval • Subsurface utility explorations and utility coordination • Surveying and aerial mapping • Public relations, outreach, and meetings • Right-of-way acquisition and support • Landscape architecture services • Geotechnical investigation • Partnering Facilitator • Preparing Design Plans up to 30% • Developing alternative concepts, preliminary design and geometrics • Preparing design and technical provisions supporting the selected delivery method • Preparation of the necessary documents to procure the project regardless which project delivery method is selected • Document management • Advisors (FHWA Legal Sufficiency Review, Environmental Justice, Native American Consultation) • Project scheduling • Phase 1 & 2 Hazmat Investigation (as required) • Legal Support
