Specifications include, but are not limited to: New Castle County (“County”) is seeking priced professional for professional services from individuals and/or other entities to operate and manage the Kirkwood Soccer Complex (“Soccer Complex”). The Soccer Complex is located at 1220 River Road, New Castle, Delaware 19720 (Tax Parcel No. 10-046.00-001). The County is also seeking a capital improvement plan for the facility. Vendor shall be responsible for the regular upkeep and maintenance of the Soccer Complex, including, but not limited to, the fields, the parking facilities, the lighting, and the indoor restrooms. The entity selected shall ensure that the Soccer Complex is consistently kept clean and in good condition. Each bidder shall submit a plan for use and promotion of the Soccer Complex by sports leagues and other entities, along with proposed fees for such use. Such plan shall incorporate, at a minimum, the following: (1) New Castle County’s continued use of the Soccer Complex at no cost to the County; and (2) Kirkwood Sport’s continued use of the Soccer Complex, which provides opportunities for recreational soccer use for players aged 4 to 18. Vendor shall not provide adult sports programs or lease to adult sports leagues. Vendor shall not duplicate any youth programs offered by the County, including, but not limited to: • Youth flag football leagues (spring and fall seasons) • Summer youth sports camps offered by NCC at Glasgow Park – calendar can be coordinated annually • Summer High School Girls Field Hockey League
