Specifications include, but are not limited to: The Department of Natural Resources, Division of Support Services is soliciting proposals for a review of the State of Alaska assets in the agriculture/mariculture/food processing sectors including the University of Alaska and other state programs, to develop a roadmap to build out and diversify Alaska’s food production economy, with a focus on both in-state and potential export markets. The contractor will be required to provide the following deliverables: A. Conduct initial planning call with project manager and agency stakeholders for introductions and initial discussion of project evaluation areas; B. Based on initial planning call, contractor will convene regular update and planning calls with agreed upon participantsto maintain project schedule and address any issues that may arise during process either from the project manager or contractor; C. Produce interim reports/updates at identified project intervals as described in project timeline Section 3.02 Contract Term and Work Schedule; D. Produce report identifying existing and potential new stakeholders; reviewing current State of Alaska food production assets; regulatory and statutorypolicies; existing incentive and financial programs; university research and education programs; any logistical advantages Alaska has to reach export markets; in conjunction with state Department of Transportation, document critical agriculture freight routes and perform gap analysis to identify bottlenecks, gaps in connection, or gaps in redundancy in the food supply network; E. Based on asset review as described, produce roadmap identifying economic alternatives to achieve increased in-state food production and food security; any necessary regulatory or statutory improvements as identified during review process; and eliminating non-economic alternatives as identified; F. Identify potential products and export markets for Alaska grown products.
