Specifications include, but are not limited to: The purpose of this project is to locate all secondary backflows and associated water meters within the City’s water service area. The City’s Geographic Information System (GIS) will provide the data layers and areas boundaries to assist in the location and update of the required attributes as identified in data collection section of this scope. The Contractor shall use the City’s GIS provided data to navigate to each backflow location for commercial, domestic, irrigation and fire protection backflows and capture the attributes listed below. The location and attribute information will be collected using the ESRI Field Mobility Application provided by the GIS Division (see GIS Provisions). Current City records indicate 586 backflows. Note that fire backflows will not have an accompanying water meter. Additional secondary backflows (approximately 1,000 +) will need to be collected in the field to augment the backflow GIS data layer. The attribute data shall be collected within the City established data layer using the “ESRI Field Mobility Application” (App), as provided by the City’s GIS Division. The Contractor shall provide a suitable operating system platform to run the Esri mobile application, which includes iPhone, iPad or Android. This web application will not run on a Windows 10 laptop. Backflow attribute data collection shall include backflow serial number, size, manufacturer, model, type, and related water meter serial number including the register ID or remote ID, depending on the meter manufacturer. A reader will be provided by the City for collecting Sensus register id’s and the related backflow serial number. Water meter attribute data collection shall include water meter serial number as well as the register ID or remote ID respective to the meter manufacturer. A reader will be provided by the City for collecting Sensus register id’s and the related backflow serial number. Additionally, a digital image of the backflow and water meter serial numbers shall be attached as an attribute record to each point location. For new secondary backflow asset point locations, the Contractor shall collect these locations using sub-24- inch Global Positioning System (GPS) accuracy which will require additional differential correction beyond what is provided through a cell phone or tablet. Secondary backflows include commercial domestic, irrigation, and fire protection backflows.
