Specifications include, but are not limited to: Respondent shall develop plans for proposed Hostile Event Training Course. The course should include, but not limited to include the following: • Provide instruction on how to operate in a unified model of response with Law Enforcement and Fire/EMS when dealing with a hostile event (active shooter, blast, terrorism, etc.) in order to mitigate loss of life and personal injury of victims and responders. • Provide training covering the following, but not limited to, concepts and applications: • Essential elements of a tactical response to a hostile event (active shooter, blast, terrorism, etc.) using hot, warm and cold zone methodology. • Triage methodology and casualty collection point operations. • Unified command principles. • Incident command principles. • Encompass the response actions/capabilities of emergency medical services, law enforcement and fire service. • Detailed description of other topics covered in the training that were not mentioned in the RFP. • Ensure a training ratio of at least 1:5 - 1 (one) instructor to 5 (five) students, but not to exceed 1 (one) instructor to 15 (fifteen) students. • There will be a minimum enrollment of 10 (ten) students per class by three weeks prior to scheduled course date. If enrollment is insufficient, every attempt will be made to reschedule the course session within the grant period • Maximum enrollment of 30 (thirty) students per class. • Course length will be a minimum of 1.5 days but a maximum of 3 days (12-24 hours) • Incorporate classroom instruction as well as practical drills and exercises into training
