Specifications include, but are not limited to: A. The respondent shall provide complete analysis and recommendations to the Town of Gilbert B. The respondent shall assist with all needed process approvals and presentations to governing bodies until the end of the adoption process for the Economic Development Strategic Plan. C. The respondent shall describe economic development trends in Gilbert, the region the nation, and surrounding suburban communities that affect Gilbert’s growth. Describe the factors that can limit and constrain sustainable economic growth, i.e., water, housing, talent attraction & retention, affordable housing, and describe those opportunities that will facilitate and aid sustainable economic growth. D. The respondent shall report on the competitive advantages and disadvantages of Gilbert versus comparable cities in the region and area suburbs. E. The respondent shall prepare an assessment of necessary strategies, actions, and programs that Gilbert can initiate to achieve positive results over the next 3 years. Include strategies that will specifically grow Gilbert’s economy and tax base in coordination with adopted regional and local strategies and plans. F. The respondent shall propose strategies and examples to assist Gilbert’s economic development organizational structure; include recommended or potential funding sources and modifications to the organizational structure, staffing and operating procedures, along with appropriate regulatory changes and business assistance programs. G. The respondent shall provide an outreach and engagement plan for appropriate City personnel and community stakeholders as determined by the Office of Economic Development. H. The respondent shall prepare a written report documenting recommendations and including an executive summary, an electronic presentation (“PowerPoint") of study and recommendations, and an electronic version of the final report including all text, maps and graphics.
