Specifications include, but are not limited to: The subject matter of this SOW RFP is services for the ongoing Information Technology Maintenance and Operations (M&O) of the State of Vermont’s Online Application and Document Uploader (OADU) system business application and the creation of certain documentation, including M&O deliverables, transitional deliverables, and other professional services. The OADU system provides Vermonters and State staff a web interface to create a single sign-on account to upload documents and apply for Medicaid for the Blind, Aged, or Disabled (MABD) services. The OADU system does not have real time eligibility, but it does have logic rules built in depending on how questions are answered to prompt for additional needed information and functionality allowing users to save and return to an in-progress application. Once a MABD application is submitted the OADU system creates a PDF of the information that is stored on the State’s Enterprise Content Management (ECM) solution for worker review and data entry. The Uploader portion of the system was implemented first and was put in service in production in November of 2019. The Online Application of the system was put in service in production in September of 2020 for internal staff, with a second project effort that that added functionality and public use was put in service in production in February of 2022. Disaster Recovery improvements, including load balancing, was put in service in production in January of 2022.
