Specifications include, but are not limited to: AAC 52.500 requires the Department of Education and Early Development to train qualified complaint investigators to manage administrative complaints required under the federal Individuals with Disabilities Education Act (IDEA). The contractor for this activity must train on an annual and ongoing basis as complaints are received in the framing, applicable issues, and federal and state requirements. This may require reviewing completed work and making evaluative recommendations to the department as requested concerning investigator performance. Additionally, the contractor for this activity must present at least once annually in person (when available) to the state special education directors on the issues and findings of state complaints received in Alaska, as well as other instances that are informationally significant for state special education directors. The contractor for this position should expect to provide training to both Investigators, some with limited experience, and to special education directors at the annual special education directors training (in Fall). Upon receipt of a complaint, the department will forward the complaint in its entirety to the Trainor/Mentor, and they will frame the scope of the complaint for the investigators clarifying the points of the investigation and to provide general instructions concerning noteworthy informational areas that need to be addressed.
