Specifications include, but are not limited to: Executive Information System, LLC; The State intends to make a noncompetitive purchase. EIS/SAS will provide NDDPI with an executive summary that will provide information about statewide results and trends observed across districts and schools to support conversations with policymakers and other stakeholders. EIS/SAS will also provide NDDPI aggregated files that include results at the school and district levels that can provide NDDPI with the ability to identify exemplars, including those that maintained or improved pre-pandemic levels of achievement and those that were impacted but have demonstrated the greatest amount of recovery.; • An Executive Summary describing the approach to measuring the impact and recovery and observed statewide trends. This report will include: o Discussion and visualizations of statewide impact and recovery trends for each assessment; o Discussion and visualizations of statewide impact and recovery trends for groups of students identified using any student, school, or district characteristics identified in data supplied by NDDPI.; o Discussion of the proportion of variance in the pandemic’s impact and recovery observed at the school and district levels.; o Discussion of the exploratory analysis identifying any compositional changes that could impact interpretation.; • Aggregated files (Excel, .csv, or other preferred format) that include the following results at both the school and district levels: o Estimated impact of the pandemic; o Subsequent estimated recovery; o Amount of the impact that has been “recovered”
