Specifications include, but are not limited to: • The vendor must gather pertinent FARS (Fatal Accident Reporting System) and roadway segment data using updated sampling frame data; • Define all sampling units, with their measures of size, as provided in §1340.5(a); • Choose the source of the road segment sampling frame (TIGER, Other); • Specify the data source of the sampling frame of road segments (observation sites), as provided in §1340.5(a)(2)(i); • Implement the optional FARS, rural local roads, and other roads (unnamed roads, unpaved roads, etc.) exclusions; • Specify any exclusions that have been applied to the sampling frame, as provided in §1340.5(a)(2)(iii); • Stratify road segments, assign measures of size, probabilities of selection, and allocate sample size as appropriate for the design.; • Define what stratification was used at each stage of sampling and what methods were used for allocation of the sample units of the strata; • Select the road segment sample; • Specify the method used to select the road segments for observation sites as provided by §1340.5(b); • Explain how sample sizes were determined, as provided in §1340.5(d); • List all observation sites and their probabilities of selection; • Assignment of observation times (§1340.6)
