Specifications include, but are not limited to: 1.1. Civil Engineering: 1.1.1. Storm Water Management; 1.1.2. Boundary and Topographical surveying; 1.1.3. Geotechnical Investigations; 1.2. Structural Engineering; 1.3. Landscape Design; 2. The following strategic objectives have been established for the project: 2.1. The CC Path should traverse property owned by WVU, the City of Morgantown (“City”), and – if possible – third-parties from which WVU and/or the City have secured, or will be able to secure, required easements. WVU and the City will work with private property owners to either obtain easements or purchase property to make the connection from Grant Avenue to property owned by WVU for the remaining length of the trail. Some owners of properties that the informal trail currently traverses have been reluctant to grant easements. WVU will use the design process to find feasible routes, including a land survey, to determine which property owners should be approached for further discussions. The resulting design will give property owners a clear and detailed picture of the affected area and how a formally designed CC Path will isolate users from their adjacent properties. A formal design can also better articulate the opportunity to participate in enhancing nonmotorized transportation for adjoining neighborhoods, including their own. A buried natural gas line and a steam line cross over the trail at a perpendicular angle, so permission from Dominion Energy and Vicinity Energy will also be obtained. WVU has a strong relationship with both utilities and is committed to working with all parties involved to see this project through to completion.; 2.2. The CC Path must comply with the Americans with Disabilities Act (“ADA”).; 2.3. An alternate, more direct path that is non-ADA compliant is also desired.
