Specifications include, but are not limited to: Contractor shall serve as a hearing officer for contested matters before the Department. Specifically, the Department is seeking to contract with individuals to serve as hearing officers, in accordance with 3 V.S.A. Chapter 25, DFR Regulation on Administrative Procedures, DFR-2022-1, as amended, and such other applicable law, in hearings on contested cases pending before the Department. For each case not otherwise settled, withdrawn, or dismissed, Contractor shall conduct status conferences and hearings as are necessary to resolve the contested matter and shall render a proposed written decision including findings of fact, conclusions of law, and a proposed Order to the Department’s Commissioner within the time frame provided in Regulation DFR-2022-1, as amended. Services are on an as-needed basis and may require travel to the Department’s office at 89 Main Street, Montpelier, VT or, rarely, other locations within Vermont. Ability to conduct hearings virtually via Teams or similar technology is also required.
