Specifications include, but are not limited to: The University of Alaska Fairbanks (UAF) is exploring a Public-Private Partnership (“P3”) for its on-campus utility systems and combined heat and power plant with a private operator (the “Concessionaire”). The partnership would allow the Concessionaire to operate, maintain and invest in the utility systems, including its power plant, for up to a 50-year period. The P3 aims to provide a new funding source for UAF to ensure reliable, efficient and safe utility systems and power plant operations and invest in strategic objectives. UAF recognizes the value of partnering with a qualified operator to ensure utility infrastructure is maintained and long-term operational and sustainability objectives are achieved. University leadership and the Board of Regents of the University of Alaska have studied the merits of a P3 model and determined the structure may offer benefits compared to status quo operations.
