Specifications include, but are not limited to: At this time, MPS seeks proposals from qualified organizations who are interested in becoming a “lead agency” for before and after-school recreational programming, including but not limited to, 21PstP Century Community Learning Centers and Safe Places, for all students in grades K5 through 12. Qualified organizations that are approved under this RFP will be on a “pre-approved lead agency list” that MPS can select from as a before and after-school recreational program until June 30, 2025. Qualified organizations who are interested in submitting a response to become a lead agency must adhere to the following Minimum Respondent Qualifications for any and all before and after-school recreational programming: Deliver and individualize a full range of programs and services for each participating school. Hold a State of Wisconsin group childcare provider’s license or be eligible to obtain a State license. Develop and submit a Program Plan to the Department of Recreation, in conjunction with the school principal and school staff, that identifies the vision and goals of the before and after-school program, including the learning curricula as well as the other recreational activities that will be implemented in the before and after-school program. Communicate the before and after-school Program Plan to the agency’s staff. Monitor the before and after-school program to ensure the Program Plan is being implemented with fidelity. Offer strategies to the participating school for program improvement. Track and report all student and family program participation during the before and after-school recreational program through the District’s data system, APlus. Submit original monthly cost reports, where applicable, to the Milwaukee Public Schools Recreation Department, as well as copies of cost reports to each participating school’s Principal. Hire all before and after-school staff in conjunction with the day school Principal. Provide initial and on-going training, including but not limited to first aid and cardiopulmonary resuscitation (“CPR”), behavior management strategies, program planning, lesson plan design and implementation, to all lead agency staff members. Attend trainings as required by the Wisconsin Department Children and Families licensing standards and as mandated by MPS. Assist the participating school in the recruitment and retainment of students for their before- and after-school program. There is no level of guaranteed services if vendor is approved as a lead agency.
