Specifications include, but are not limited to: Valley Junction Parking Lots / Alleys: A. The Contractor will remove snow accumulations from Valley Junction parking lots and alleys identified in orange on Exhibit 1. Snow and ice will be removed from drive lanes and empty parking spots during daytime hours as snow and ice is accumulating. However, the most efficient hours for snow removal in the Valley Junction Business District is 12:00 am to 7:00 am to ensure snow and ice has been removed from all required areas.; B. Snow removal shall begin once snow and ice accumulation reach a depth of one-half inch (1/2”). Contractor will be onsite actively removing snow and ice with every two inches (2”) of additional accumulation to clear driveways and entrances to maintain access to parking lots. Parking lots and alleys will continue to be addressed in this manner until the end of the storm event. If the storm event continues after the initial snow removal has been completed additional accumulation will be removed by the Contractor once the event has ended.; C. Contractor will be responsible for removing snow from areas that are blocked by parked vehicles or other obstructions. Contractor shall make every reasonable effort to safely clear between and around any such obstructions. The City may at its discretion aid the contractor in locating owners of vehicles or obstructions. Due to parked cars and obstructions in parking lots, follow-up snow removal may need to occur between the hours of 12:00 a.m. (midnight) and 7:00 a.m. following snow and ice events.; D. Snow shall be pushed to designated pile locations as detailed on Exhibit 1 by the Contractor. Snow will be hauled away by City crews. Piles must be placed in open parking spaces and not on or near light poles or curbs. No snow may be placed on private property, around dumpsters, trees, or on parking lot islands.; E. Parking lots and alleys as identified in orange on Exhibit 1 shall be clear of snow and/or slush during and following each storm event to meet all terms of the Contract. The City will have final discretion as to whether the results are satisfactory.; 5. Valley Junction Sidewalks / Walkways: A. The Contractor will remove snow accumulations from Valley Junction area sidewalks and walkways identified in green and yellow on Exhibit 1 and Exhibit 2. Snow removal shall begin once snow has reached measurable accumulation or as directed by City staff.; B. In the event of blowing snow following the storm event or if a sidewalk is plowed in by street plows, Contractor shall continue snow removal to ensure snow depth is not allowed to exceed one inch (1”) during business hours (8:00 a.m. to 6:00 p.m.).; C. Approved deicer product shall be applied by the Contractor as needed to prevent ice on sidewalks. The Contractor is required to ensure sidewalks are free of snow and ice on a daily basis prior to and after snow and ice events. Safe access must be provided for people of all abilities in these areas.; D. Sidewalks and walkways in the Valley Junction Business District area as identified on Exhibit 1 and Exhibit 2 shall be clear of snow, slush, and/or ice prior to and following each storm event to meet all terms of the contract. Snow and/or ice shall be cleared the entire width of the sidewalk. The City will have final discretion as to whether the results are satisfactory.; 6. City Building Entrances / Handicap Access: A. The Contractor will remove snow accumulations from Valley Junction City building entrances and handicap access areas identified in red on Exhibit 1. Snow removal shall begin once snow has reached measurable accumulation or as directed by City staff.; B. Snow depth shall not be allowed to exceed one-inch (1”) depth at any time during business hours (8:00 a.m. to 6:00 p.m.).; C. Valley Junction Community Center (217 5th Street) will be open outside regular business hours. Contractor will be required to communicate with building staff to confirm hours of operation. Contact information will be provided to the contractor.; D. Approved deicer product shall be applied by the Contractor as needed to prevent ice at City building entrance areas and on walkways. The Contractor is required to ensure walkways and entrances are free of snow and ice on a daily basis prior to and after snow and ice events. Safe access must be provided for people of all abilities in these areas.; E. City building entrances and handicap access areas as identified on Exhibit 1 shall be clear of snow, slush, and/or ice during and following each storm event to meet all terms of the Contract. The City will have final discretion as to whether the results are satisfactory.
