All correspondence must be made through the Vendor Portal. Specifications include, but are not limited to: A. Gross removal of asbestos-containing material and legal disposal in accordance with applicable federal, state and local regulatory guidelines.; B. Non-gross removal of asbestos containing materials and legal disposal in accordance with applicable federal, state and local regulatory guidelines.; C. Enclosure of asbestos-containing material.; D. Encapsulation of asbestos-containing materials.; E. The decontamination of existing ducts, piping, conduits, light fixtures, movable items and other appurtenances above the suspended ceiling requiring high efficiency particulate air (HEPA) vacuuming and fixative treatment.; F. Various types of asbestos are anticipated which are to be abated, such as surface thermal and miscellaneous materials. All work must be performed in accordance with the current Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), State of West Virginia Department of Health and Human Resources, and local regulatory guidelines; G. The Contractor shall be able to mobilize within four (4) hours of emergency callouts and seventy-two (72) hours for non-emergency callouts, within the time specified by Kanawha County Schools so as to complete within the mutually agreed upon time.; H. All Contractor work areas will undergo aggressive final air clearance by either phase, contrast or transmission electron microscopy. The first round of air testing will be performed by the County’s consultant, at no cost to the Contractor. Failure to pass a final air clearance test will result in the work area being re-cleaned by the Contractor at no additional cost to the County. Additional consulting costs, (including technical time and laboratory costs) to oversee re- cleaning efforts as well as subsequent final air clearance testing of the work area shall be back- charged against the Contractor’s contract until such time that final air clearance is achieved. All asbestos abatement work will be completed in accordance with Kanawha County Schools Asbestos Management Plan. Pinnacle Environmental, Incorporated is the asbestos consultant representing Kanawha County Schools. Pinnacle is the acting design person for asbestos abatement work conducted at the Kanawha County School’s facilities. The responsibilities of Pinnacle include survey, analytical and project management services. All asbestos abatement work conducted at the Kanawha County School’s facilities will be conducted under the supervision of Pinnacle.; I. All asbestos related work must be conducted during evening hours, weekends and/or holidays that are observed by Kanawha County Schools, when Kanawha County School’s personnel are not present.; J. The Contractor will obtain all required permits and invoice to the County all fees necessary to perform the work. ; K. Hourly rates listed on the pricing page must include all overhead and profit. Additional charges for basic tools, equipment and shop supplies will not be allowed.; L. All work shall be performed by trades people skilled in the work required. All affected areas shall be restored to the original or better condition to the satisfaction of the County. No additional charges will be allowed for failure to include all labor that is required for the work. Work required in existing “finished” areas must be coordinated with the County to assure minimal disruption of normal activities.; M. Remove and install of existing ceilings may be required to install material for this Work. See Asbestos and Maintenance and Operations Plan before proceeding with work and coordinate with designated person regarding asbestos before quoting work.
