Specifications include, but are not limited to: The City of Cedar Rapids is seeking Proposals from qualified Consultants with the necessary expertise and experience to develop a Zero‐Emission Transition Plan that will identify the current and future resources needed for the successful implementation of incorporating battery electric vehicles into the City Fleet. 1.2 The plan will evaluate the costs, benefits, and strategies of acquiring and operating zero‐emission vehicles in the City Fleet. The plan will include an operational review to evaluate what vehicles in the fleet could be served with battery electric technology; a facility review to identify whether existing facilities can be modified to support battery electric technology or if a new facility or facilities will be needed; fleet maintenance and equipment needs; and a financial analysis of the lifecycle cost benefits of procuring and operating battery electric vehicles compared to the existing fleet. 1.3 This work is motivated by the Cedar Rapids’ Community Climate Action Plan, approved in September 2021 by City Council, which is a community plan to achieve a 45% reduction in carbon emissions by 2030 and net‐zero emissions by 2050.
