Specifications include, but are not limited to: The program consultant (the “Domestic Trade Pilot Program Manager”) will perform the following tasks over the first contract period and subsequent contract renewal period. Coordinate resources, programs, services, and partnerships key to developing and managing the Domestic Trade Pilot Program at DECD. The program consultant will work closely with the OBD and other pilot project partners as designated by DECD. Such partners are expected to include, among others, an outreach and marketing firm, a trade data and market analysis firm, and a firm that will administer the domestic trade competitive grant program. This will also include overseeing tasks that may be performed by entities within State government or closely connected to State government, such as InforME (e.g., website upgrades). Staff a Domestic Trade Advisory Board to advise, communicate, and coordinate annual reporting to the OBD Director and DECD Commissioner on the progress of domestic trade efforts in Maine including performance trends and opportunities; coordination of resources, programs, services, and partnerships; guidance on research and analytics. This reporting will include an update on specific metrics collected to ensure performance with State of Maine Department of Administrative and Financial Services’ requirements for ARPA funds. Act as the Department’s public liaison for the Domestic Trade Pilot Program which may include technical assistance, services, and resource navigation to businesses, entrepreneurs/startups, and industry initiatives. Please note that this position is not intended to possess the full suite of domestic trade expertise, but rather have the skill set necessary to understand trade challenges and effectively navigate businesses and individuals to the correct resources and organizations that can assist. Retain the services of InforME and/or a Salesforce contractor, as necessary, to complete required website and Customer Relationship Management upgrades. The contractor will also obtain other subcontractors as necessary to complete the other tasks needed to fully develop the Domestic Trade Pilot Program and meet the requirements of the MJRP, as described in LD1733. Please note that these services and other contracts each have their own budget, and are not included within this scope of work.
