Specifications include, but are not limited to: The mission or purpose of the project for which bids are being solicited is to provide professional engineering services and to provide a Damage Level Inspection. The awarded vendor shall provide a comprehensive inspection, assessment, and report in accordance with the U.S Department of Transportation, Specifications for the National Tunnel Inventory once a contract is awarded, for the West Virginia Memorial Tunnel, located in Gallagher, WV. (A/E work hereinafter “Project”).; 2.1. The inspection and assessment shall be in accordance with 23 CFR Part 650 Subpart E National Tunnel Inspection Standards, US DOT TOMIE Manual FHWA-HIF-15-005, and any other Federal and state regulation as applicable. When applying these standards, consider the fact that the tunnel is no longer in service supporting vehicular traffic. A complete report shall be given to the agency, identifying existing and emerging hazards and provide recommendations for use of tunnel and mitigation of hazards. Data, from the past inspections, may be referenced to support the proposed assessment and for benchmark comparisons to existing conditions, however, it shall not limit the size and scope of the proposed inspections. Vendor shall provide all the environmental and structural testing necessary to determine the current condition of the tunnel and its effects on human occupancy.; 2.2. Based on the mitigation recommendations, the vendor shall provide a Damage Level Inspection utilizing the US Department of Transportation standards. The assessment focus will be negotiated once the professional engineering firm has been selected.; 2.3. Engineering firm shall be responsible for data collection to support Specifications for the National Tunnel Inventory (SNTI) used with the Tunnel Operations, Maintenance, Inspection and Evaluation Manual (TOMIE) to collect comprehensive tunnel inspection data on; structural, civil, and functional systems within the tunnel. Functional systems include mechanical systems, electrical systems, lighting systems, fire life safety and security systems, signs and protective systems.
