Specifications include, but are not limited to: The Contractor shall assist the DNR to evaluate CCUS regulatory, leasing, and liability policy regimes across other jurisdictions, evaluate policy options to optimize government revenues from CCUS, assist in developing a proposal for an Alaska CCUS policy regime consistent with the Alaska Constitution and existing state law, and support the Department in public presentations regarding CCUS. Specifically, the Contractor shall assist the DNR by: A. Evaluating CCUS regulatory regimes across peer-States and identifying components of regulatory regimes suited to implementation in Alaska.; B. Providing expert advice on the development of CCUS regulatory proposals for the State of Alaska.; C. Surveying commercial and contractual terms for the leasing of pore space for CCUS developments and assisting the Department in developing model leasing agreements.; D. Providing expert advice on the process to assume Class VI CO2-injection well regulatory primacy.; E. Assisting the Department in outreach discussions with CCUS developers and stakeholders.; F. Providing presentations and expert testimony regarding CCUS regulatory proposals.; A. Prepare a report evaluating peer-State CCUS regulatory regimes and providing recommendations for which regulatory provisions have the potential to maximize both the CCUS industry in Alaska and State revenues derived from CCUS.; B. Draft model statutes for the enactment of a CCUS regulatory regime in the State of Alaska based on identified best practices and Department policy priorities.; C. Prepare a report surveying the commercial terms upon which landowners lease pore space to CCUS project developers, including but not limited to per-acre rental charges, per-ton injection charges, and revenue-sharing arrangements.; D. Prepare a model agreement for the lease of State lands for CCUS developments incorporating industry-standard commercial terms and conditions, as well as terms particular to proposed Alaska CCUS regulatory requirements and Department policy priorities.
