Specifications include, but are not limited to: 1. Utilize a system capable of providing the following data: a complete inventory of items to be sold; bidder’s registration information; a listing of bidders by registration number, and corresponding data indicating the purchase details of each item sold, as well as a breakdown of all groups or lots sold or offered.; 2. Prepare and furnish, at its own expense, all advertising materials and publicity necessary to advertise the sales and promote attendance of buyers, including the cost of advertising in local newspaper, radio, internet, TV or other media, direct mail to the County’s auction mailing list, and any other expenses involved. At a minimum, advertisements shall be run in a newspaper of general circulation in Shelby County, Tennessee for the last two weekends prior to an auction. Ad size shall be a minimum of two (2) columns wide by four (4) inches high.; 3. Furnish supervision of site layout, arrangement, and display of items, and provide suitable amplifying equipment.; 4. Provide adequate personnel, including at least one auctioneer, and any other support staff necessary to record the needed information and account for all proceeds realized.; 5. Provide sufficient security personnel on the day of the auction beginning no later than 8:00 a.m. and ending no earlier than the conclusion of the auction.; 6. Return to the County any item(s) for which payment was not received. The Contractor will earn no commission on returned items.; 7. Receive payment for all auction items on the day of the sale and assure all items sold are removed by the purchasers. Within ten (10) working days after each auction, the Contractor will deliver a statement of the results of the auctions by department listing, verification of the gross proceeds, and payment of the net proceeds of the sale to the Administrator, Roads and Bridges, 6449 Haley Road, Memphis, TN 38134.
