Specifications include, but are not limited to: The State is requesting bids for furnishing all equipment, fuel, lubrication, repairs, transportation, labor, tools and all else necessary to complete as-needed road grading on State Forest Roads in the Department of Natural Resources, Division of Forestry, Lake Counties.. These roads are aggregate, approximately 14 to18 feet wide and designed for 25 MPH logging and recreation traffic. See map on page 24 for locations of roads. Other roads within the work area may need occasional maintenance grading which will be scheduled by mutual agreement with the project supervisor and contractor.; Equipment: • Provide all the necessary labor, equipment, fuel, tools, support supplies and transportation needed to complete the work.; • (MN/DOT SPECS 2123.3A Motor Grader) The motor grader shall be of the self-propelled type with pneumatic-tired wheels and power-operated controls and shall have a mass of not less than 8600 kg (19,000 pounds). It shall have a moldboard at least 3.6 m (12 feet) long with a suitable cutting edge and shall be equipped with a suitable scarifier.; • All equipment shall be in condition to operate to the satisfaction of the Project Supervisor.; • Provide evidence of lease or title ownership of a grader meeting the specifications.; • Contractor must complete the Equipment Information form of the Response Document.; • Contractor will provide a substitute road grader that will meet the minimum requirements in the event of equipment breakdown.; • Proper lights and signs on motor grader shall be operated and maintained to protect the public from hazards resulting from the contractor's operations.; • There shall be a slope meter in the cab of the motor grader.; Grading and Shaping Requirements: • Make 3 passes each time the road is graded. Cut and spread with each pass.; • The finished surface shall be crowned to a 4% slope from the center to edges to ensure adequate drainage, and shall be smooth and continuous.; • Average operating speed should be 3-5 MPH unless otherwise directed by Project Supervisor. Speed must be such that no “grader hop” occurs and a smooth road surface is provided.; • Depressions capable of holding water will not be permitted.; • Do not leave berms, windrows, or false ditches along the shoulder of the road.; • No gravel is to be pushed off the surface of the road.; • Grading windrows will not be left on the shoulder, but rather feathered across the road.; • Shoulders are to be kept lower than the rest of the road surface to provide for adequate drainage. Shoulders should be bladed as needed to recover loose aggregate and fines, and to destroy unwanted vegetation.; • Sod should be removed from the center and edges of the treadway and rolled back and forth to remove any gravel it may contain.; • The existing width of the driving surface shall be maintained (approximately 14-20 ft.); • Where ruts, potholes or wash boarding is severe, operator shall begin maintenance by scarifying the top of the road surface, preferably when it is moist, and remix the surface gravel to allow for proper compaction.
