Specifications include, but are not limited to: • The State will create the job posting following its normal process.; • When using Recruiter services, the State will post the vacancy on the Minnesota Careers web site referenced above. Each applicant, whether found by Recruiter or whether discovering the posting independently, must follow the application instructions in the job posting in order to be considered for the position.; • Recruiter will be tasked with finding and attracting qualified candidates to apply for the position with an emphasis on candidates not normally within the reach of the State’s own efforts (e.g., the State Careers site, MNIT’s LinkedIn page, and other social media accounts operated by MNIT).; • Recruiter must communicate all qualifications, responsibilities, and accommodations related to the position in its own communications with potential applicants.; • Recruiter must engage in fair, inclusive, and equitable outreach efforts in alignment with the State’s hiring policies and practices, and which do not conflict with state employee collective bargaining agreements. The State will provide specific guidance to successful responders upon request.; • Recruiter will not receive a finder’s fee or similar reimbursement for referred candidates who are already in or have been in State employment within the past four years.; • Recruiter will not receive a finder’s fee or similar reimbursement for referred candidates the State cannot hire, for example following background checks conducted by the State, due to lack of authorization to work in the US, or due to contractual reasons such as a non-compete clause.; • The State may engage with more than one Recruiter on any given job posting. The State will release the job posting to the master contract holders through our electronic contracting system. Recruiters will upload the name of the candidate(s) they are referring (the candidate will still need to apply for the position through the State’s hiring system). A successful Recruiter will be issued a work order through the system for payment as agreed upon in the master contract.; • The hiring manager and interview panel will not be made aware of which candidates made an independent application and which were referred by a Recruiter until after a job offer has been made and accepted. The State’s Human Resources Division will conduct any necessary coordination with Recruiters during this time.; • Full payment to Recruiter will be contingent on the Recruiter-referred individual being hired and successfully passing some portion of time in the position, see Attachment C for scenario exercise for purposes of the RFP. Please note timing of payment will be negotiated upon Recruiter being awarded a master contract.
