Specifications include, but are not limited to: Professional consulting services include the ability to provide formal technology curriculum, program materials, training, project work, and worksite experiences.; New Castle County will: • Recruit and onboard eligible youth employees as part-time workers; • Provide up to 100 laptops for youth employees that will remain property of the County; • Pay salary and wages of youth employees and manage related documentation; • Assign resources to monitor youth employee participation in the program ; Training & Counseling: 1. Provide a formal technology curriculum and conduct training around computer programming and database design; 2. Develop conceptual projects for youth employees to collaborate to create technology products, such as websites, programs, databases, or queries; 3. Have the ability to continuously advance skills and experiences, matching the youths’ industry interests with computer project interests; 4. Provide insight into different technology career paths; advise how technology is used across industries; and counsel individuals on specific career paths and opportunities; Worksite Project Experiences: 1. Network with the greater business community to identify project opportunities for youth to create technology projects; 2. Coach students as ‘youth employees’ when they’re assigned to worksite projects and help them with the business requirements and objectives of a project; 3. Match worksite experiences for youth employees with their industry areas of interest to fully engage them in meaningful work opportunities; 4. Provide the next level of experience keeping them engaged, growing, and learning; Other Specifications: 1. Assist the County to recruit eligible youth by networking with schools, non-profits, and community organizations to maintain a classroom of 100 participants, and increase by an additional 50 participants in the summer.; 2. Teach soft skills like communication, customer service, and writing resumes; 3. Provide weekly time reporting for youth employees to ensure timely payment of wages; 4. Measure and evaluate individual skills competency and worksite performance; 5. Provide feedback to the County on each youth employee’s accomplishments including any barriers that may impact the youth from completing the program.
