Specifications include, but are not limited to: The central components and project-specific scope of work include: 3.01 Environmental review of catalyst site. A report that summarizes existing documentation and Environmental Site Assessments (ESA), corrective actions and remediation efforts undertaken, and necessary future actions to facilitate site re-development of a 9.5 acre catalyst property. 3.02 Data Collection and Market Analysis. Conduct an industry standard market analysis to identify the development potential for downtown redevelopment. The market analysis will determine the existing and future potential for land uses and development in the project area, and the conditions necessary to result in greater demand. The retail market will be examined in at least two ways: 1) exclusively pertaining to the city itself to understand opportunities (new or expanded) within the community; and 2) the city in a regional context. At a minimum, the market (existing and/or projected) for the following downtown uses would be examined: - Retail, entertainment & dining - Lodging - Office space - Housing - Museums, visitor centers and other tourism attractions - Audience support facilities (arenas, amphitheaters, convention centers) - Events, festivals and other activities The Market Analysis and supporting data will be delivered as an independent document and be summarized in the Master Plan. 3.03 Public Engagement. Conduct public and stakeholder meetings, to share information, gauge opinions, and to refine goals and objectives. Meetings and methods will be determined in consultation with the City. Deliverables include website and media materials, and hands-on activities/reports from stakeholder charrettes/meetings. A description of public involvement will be included in the Master Plan document. - Share data and market analysis with the public, stakeholders, land & business owners, potential investors and policy makers; - Create hands-on activities/charrettes to help formulate and confirm concepts; - Conduct stakeholder focus groups and internet-based public opinion surveys; - Develop meeting, project website, and media materials. A minimum of two (2) in-person stakeholder meetings, and two (2) in-person meetings of the general public will be conducted during the planning process
