Specifications include, but are not limited to: The Commonwealth’s IEES provides residents and workers an integrated technology platform for eligibility, enrollment, and case management functionality that supports various functions and programs administered by the Commonwealth. The IEES supports the Commonwealth Department for Community Based Services (DCBS), Department for Medicaid Services (DMS), and Division of Health Benefit Exchange (DHBE) agencies. DHBE, or more commonly known as Kentucky Health Benefit Exchange (KHBE), will be referenced throughout the RFP as KHBE or DHBE. A. Health and Human Services Programs Supported by IEES The IEES functionality supports these health and human services programs: 1. Medicaid Programs; 2. Medicaid Home and Community Based Waiver Services (HCBS) Waiver (1915(c)); 3. Nutrition Assistance Programs; 4. Temporary Assistance for Needy Families (TANF); 5. State Supplementation; 6. Child Care Assistance Program (CCAP); and 7. Pre-application referrals for Women, Infants, and Children (WIC). B. IEES Functional Modules The IEES supports shared functionality across the aforementioned programs utilizing several access points, dependent on the specific user and their function. The following functional modules are encompassed within the IEES to deliver services/benefits to caseworkers, external partners, and recipients: 1. Worker Portal (WP) An integrated portal for case workers for application and renewal intake, case change processing, and case maintenance; 2. Medicaid Waiver Management Application (MWMA) Portal for application processing for Home and Community Based Waiver Programs (1915c) and waiver services; 3. Kentucky Level of Care System (KLOCS) Portal for nursing facilities, long-term care facilities, and hospice facilities for processing the Level of Care; 4. kynectTM Benefits Self-Service Portal (SSP) for individuals/households to apply for benefits, manage benefit renewals, case changes, upload documentation/verification; and check the status of their case and benefits; 5. kynect Ability Employment and Training Program (E&T) Accessible via the kynect benefits for E&T participants to track work participation activities and complete transportation requests for the SNAP E&T. The business portal, kynect abilities, allows E&T providers and case workers to communicate and support participants; 6. kynect Resources Portal for individuals/households to connect to help and find services such as food, jobs, and housing from community partners; and 7. kynect Health Coverage Portal for individuals/households for eligibility and enrollment for Qualified Health Plans (QHP) and public health insurance programs.
