Specifications include, but are not limited to: Project #1 - Nevada’s Health Insurance Market Scan The Division seeks a vendor to assist in conducting a comprehensive analysis of Nevada’s health insurance market to gain insights into the barriers to access that are impacting Nevadans. The Division will be using federal grant funding to fund analysis related to a scan of Nevada’s health insurance market. The vendor will collaborate with Division staff on activities to facilitate the market scan, including: 3.1.3.1 Collect, organize, and review similar market scan and survey documents used by other states, including but not limited to Maryland, New Hampshire, and Pennsylvania. 3.1.3.2 The vendor shall recommend to the Division methods and processes to collect data, including suggested language for any data call or guidance issued to insurers. Project #2 - Essential Health Benefits (EHB) Benchmark Plan The Division seeks a vendor to assist in conducting a comprehensive analysis of Nevada’s EHB Benchmark plan to determine if the current plan aligns with the health care needs of Nevadans. The Division will be using federal grant funding to fund the analysis of its EHB benchmark plan options. The vendor will work with Division staff in the process of evaluating and potentially selecting a new EHB benchmark plan. The vendor will assist with analysis and selection of a new EHB benchmark plan for the 2024 or later plan year. This analysis will include a monitoring of plan structure for potentially discriminatory benefit design. Project #3 - Mental Health Parity and Addiction Equity Act (MHPAEA) Compliance The Division sees stricter enforcement of MHPAEA as a means to increase coverage and access for individuals with mental illness and substance addiction. The Division will be using federal grant funding to fund analysis related to the Division’s activities to ensure MHPAEA compliance for health benefits plans sold in Nevada. The vendor will assist in the assessment of the Division’s current activities related to MHPAEA compliance including: 3.3.3.1 Review of current procedures, processes, and tools used by the Division to monitor MHPAEA compliance. 3.3.3.2 The vendor shall meet regularly and report to Division staff on progress in delivering on these stated objectives. 3.3.3.3 Provide a summary document outlining the Division’s current activities being conducted for MHPAEA compliance review.
