Specifications include, but are not limited to: detailed analysis and conclusions related to the appropriaterate base, cost of capital, income, expenses, class cost of service study, revenue allocation to theclasses and rate design for MDU’s North Dakota electric operations.MDU has provided very detailed schedules, analysis and explanations of its case and variousadjustments. Consequently, the selected offeror must review and use the already providedmaterial before submitting data requests. Sending hundreds of “canned” data requests that theselected offeror has no intention of using the response to evaluate the case will not be allowed.The data requests that are submitted must be clear, concise and likely to produce usefulinformation for the case. The Commission ratepayer advocacy staff has a right to review the datarequests to ensure their value.
