Specifications include, but are not limited to: The goal of this RFP is to secure a consultant to design, assist in permitting, coordinate with utility providers, and provide construction administration and inspection services for a new Backup Generation system CWRF. The system shall be reliable and provide ease of operations for MWS staff. CWRF currently has dual feeds from Nashville Electric Service (NES) to supply electricity to the Central campus, which is comprised of CWRF, Central Biosolids, and MWS Administration building. Currently, the average electrical use is approximately 9MW with a peak of approximately 12MW. CWRF is on a Large General Power Rate Schedule with NES. The selected design consultant shall provide a design that will connect into the existing hot house where existing dual NES feeds enter the facility. An automatic transfer switch and phase synchronization shall be integrated into the overall design. generators and supporting electrical components will also be included in the design. Selected firm will review current electrical plant loading and future anticipated loads for appropriate selection of generators. The generators shall be capable of providing standby power to the site as well as providing peak shaving capabilities by controlling generation output but avoiding exporting power from the site. The design is to include relaying specifications and settings, protective device coordination, and Arc-flash studies for the completed project. Grounding plans are to be incorporated during the design effort. Selected firm will provide plans and facilitate coordination with integration of the new generation system with the existing ABB 800xA system. Detailed design work will include civil, mechanical, geotechnical, electrical, instrumentation and control engineering services. Selected vendor will also be responsible for construction administration and inspection services during the construction phase of the project. Consultant will provide all surveying and engineering services required to complete the project as outlined in the solicitation. Deliverables are to consist of preliminary design report, plan drawings and specifications. An architect and/or engineer licensed to practice in the State of Tennessee must seal the respective drawings and specifications. An initial feasibility study conducted by ABB is included with this solicitation that outlines anticipated generator bank location, size, and general information about the existing utilities. Information contained in the report should be considered preliminary and any assumption or conclusions derived may change or reevaluated during the design process. It is a requirement that any contractor that will be onsite (i.e. during construction administration and inspection) to undergo a TORIS background check and receive badged security clearance by MWS security.
