Specifications include, but are not limited to: The State is seeking to hire a CM/GC who can effectively partner with the State on the construction of a Housing and Dining Facility at the new Multi Agency Law Enforcement Training Academy campus at Cockrill Bend. This Project includes three primary elements: cadet housing, in-service training housing, and kitchen and dining facilities. Housing facilities will be a blend of dormitory and hotel type rooms with varying levels of occupancy. The kitchen & dining facility will be designed to feed approximately 670 persons or approximately 1,800 to 2000 meals/day, seven days per week. Project will include all food service elements. Project also includes a separate kennel facility to house approximately 30 canines.; The project will require coordination with the adjacent John C. Tune Airport and the FAA given the proximity to the airport. As the project is a part of a larger campus development, the project will require coordination with contractors constructing other facilities on adjacent properties.; The State intends to secure a contract for CM/GC services. The CM/GC shall provide consulting, scheduling, and estimating/cost control services during the design phase of the Project, and shall be the general contractor during construction, holding the trade contracts and providing the management and construction services during the construction phase. The CM/GC shall competitively procure and contract with the trade contractors and assume the responsibility and the risk of construction delivery within the specified cost and schedule terms, after providing a Guaranteed Maximum Price (GMP) for the scope(s) of work for the project identified on the RFP cover page of the Project Specific Documents.; Architectural Intent: Flexibility will be key to the success of the project. Spaces may serve more than one purpose, provide overflow capabilities, and be re-purposed as demand changes. The facility must be operationally efficient, maintenance friendly, and cost effective. The materials and finishes will receive heavy use and must be very durable.; The Housing structures will be multi-story with traditional internal double loaded corridor and elevator / stair cores. We do not anticipate any balconies for the Housing facility. Dining Hall is envisioned to be a tall, single story volume. Fenestration for the guest rooms will likely be aluminum frames and gray insulated glass. Glazing for the Dining Hall may become curtainwall to allow plenty of light into the facility. This space is one of a few areas that will accommodate a full class or agency and is not only the heart of our project, but also the central area to the Training campus.; Aesthetically, we are looking to partner with the other design firms and arrive at a common language for the campus. Initial discussions indicate the facilities will incorporate masonry, glazing, and accent areas – possibly a metal panel or fiber cement boards. The Master Plan depicts mostly low sloping roofs with some pitched roof featured areas.; LANDSCAPE ARCHITECTURE: Since the landscape enhancements for the stream will be in a different scope of work, our landscaping areas will be traditional plantings around the building and parking. A lawn space has been requested for events that may include a temporary tent. Hardscape areas include pathways connecting the Housing project with the Training academy, and patio areas for outdoor dining, and plaza areas for special events.; STRUCTURAL ENGINEERING: We will explore a variety of systems that are appropriate for this building type and economical in this market. Currently, our basis for design is CMU block and concrete planks. A geotechnical report has not been performed yet, so we are currently envisioning traditional foundations. It is possible we will have portions of framed pitched roof elements, but expect most of the framing to be low sloped roofs. We may have some grading for the parking areas, but we don’t expect significant retaining walls. We do believe screen walls will be incorporated near the loading dock.
